How Medicaid Covers Addiction Treatment
Medicaid is a joint federal-state program that provides health coverage to low-income individuals and families, including children, pregnant women, elderly adults, and people with disabilities. For addiction treatment, Medicaid can be transformative — it often covers services with little to no out-of-pocket cost to the enrollee.
The Affordable Care Act (ACA) designated substance use disorder treatment as an Essential Health Benefit, which means Medicaid programs must cover SUD services. Additionally, the ACA gave states the option to expand Medicaid eligibility to adults earning up to 138% of the federal poverty level. In expansion states, hundreds of thousands more people became eligible for covered treatment.

In non-expansion states, Medicaid eligibility for adults is typically limited to specific categories (parents of dependent children, pregnant women, adults with certain disabilities) and often at much lower income thresholds.
